Traficant s expulsion came after he was convicted. Santos has not been convicted but faces a 23-count federal indictment that accuses him of stealing the identities of those who donated to his campaign and embezzling money. Santos has pleaded not guilty.Including Traficant, there have only been five members of the House ever expelled.
